Due to their particular nature, the integration in 1995 of agricultural and cultural products within multilateral trade regulations caused quite a stir. Since 2000, negotiations related to agriculture and services, including cultural services, have resumed at the World Trade Organization. However, these have yet to produce concrete results owing to a divergence in opinion among trade partners with regard to how these products and services should be addressed within WTO agreements. This state of affairs is largely due to the perceived threats posed by the international trade system to the diversity of resources at the heart of agriculture, food, and cultural expressions. In response to these threats, the international community has adopted a number of treaties outside the realm of the WTO that aire to promote and protect this diversity. The scope of these treaties, while essential to the protection of diversity, is limited in part by the pull of the WTO's dispute settlement process in the arena of public international law.
